Compliance Competencies


Level 1:
Frontline Tellers, MSRs, Back Office/Clerical, New Employees


Level 1 Employees should have, at minimum, a basic understanding of regulations, and federal and state laws as it applies to the position's duties and responsibilities. Level 1 credit union employees and all credit union employees who process financial transactions and/or handle cash must have training in, but not necessarily limited to, annual Bank Secrecy Act (BSA), Red Flags, Reg CC - Funds Ability Act, Reg E - Electronic Funds Transfer Act, Reg DD - Truth in Savings Act, Americans with Disabilities Act, and Reg P (Privacy). However, if you also process consumer loan applications/documents, you will also need training in Reg Z - Truth in Lending and Reg B - Equal Credit Opportunity Act.

Level 2:
MSRs, Supervisors, Managers - A, B Tier


Level 2 Employees are required to have an understanding of regulations, and federal and state laws, as it applies to the position's duties and responsibilities. Level 2 credit union employees must have annual Bank Secrecy Act (BSA) and Red Flag training, and must also receive training in the following regulations: Reg CC - Funds Availability Act, Reg E - Electronic Funds Transfer Act, Reg DD - Truth in Savings Act, Americans with Disabilities Act, and Reg P (Privacy). However, if you also process consumer loan applications/documents, you will also need training in Reg Z - Truth in Lending and Reg B - Equal Credit Opportunity Act.

Level 3:
Compliance Staff, Managers - C Tier, Executives, CEO


Level 3 Employees are required to have an understanding of regulations, and federal and state laws, as it applies to the position's duties and responsibilities. Level 3 credit union employees must have annual Bank Secrecy Act (BSA) and Red Flag training and a competent understanding of all the regulations listed for Level 1 and Level 2, in addition to: all Regs A-Z, and all Regs AA-ZZ.

Level 4:
Board of Directors and Volunteers


Level 4 Directors and Volunteers maintain control of the credit union by hiring competent people to run the credit union, establishing procedures to execute policies, and monitoring that board-established policies and prudent business practices are carried out by employees. NCUA has established requirements for boards of federal credit unions in relation to their fiduciary duties and responsibilities - 701.4 General Authorities and Duties of Federal Credit Union Directors, Effective January 27, 2011 - which includes financial literacy. Accordingly, to be an effective director, an individual must have a certain base level of financial skills, consistent with the size and complexity of the credit union operation they serve. At a minimum, directors must have the ability to read and understand the credit union's balance sheet and income statement. If directors do not have the requisite skills when elected or appointed, they must obtain these skills in a timely manner.
